As of today, 12 August 2026, the EU Packaging and Packaging Waste Regulation applies. After a year in which this date was treated as the moment the recycled-content rules arrive, it is worth being precise about what actually changes now, because that is not quite what happens. The framework goes live, the documentation becomes mandatory, and a set of substance restrictions begins to apply. The minimum recycled-content targets, the ones most of the market has been bracing for, are a separate deadline that arrives later.
For anyone sourcing recycled packaging, the value this week is knowing exactly which pressure is real today and which is still several years away. Here is the accurate split.
What applies from today
- The regulation applies directly across all twenty-seven member states, replacing the 1994 Packaging Directive, with no national transposition step in between.
- The documentation regime becomes mandatory. Any packaging placed on the market needs a signed EU Declaration of Conformity backed by technical documentation, held by the party legally responsible for the packaging.
- The substance restrictions on food-contact packaging take effect. From this date, food-contact packaging at or above the specified PFAS limits can no longer be placed on the EU market.
What does not change today
The minimum recycled-content requirements do not take effect on 12 August 2026. They apply from 1 January 2030. Today's headlines will tend to blur this, so it is worth stating plainly: the obligation to hit a specific recycled-content percentage is still three and a half years away, while the obligation to produce clean documentation for what you already sell is here now.
That gap is the practical opportunity. It gives sourcing teams a defined window to move from supplier assurances toward evidence they can actually produce on request, well before the numerical thresholds start to bite.
